THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a GS-1035-07 PUBLIC AFFAIRS SPECIALIST, Position Description Number D2383000 in FAC 104A00 and is part of the MO 131st Bomb Wing.

APPOINTMENT FACTORS: This position is a Temporary vacancy NTE One Yearin the Excepted Service. Employment can be terminated at any time. This position can be filled up to four years as long as funds are available to support it. In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the temporary appointment, that employee will relinquish permanent status. Under a temporary appointment, the employment is subject to termination at any time. This is a non-bargaining unit position.

Responsibilities
  • Prepares internal and external public affairs products for distribution through social media, DVIDS, wing website, and release to civilian media.
  • Researches and writes stories/articles and rewrites material intended for distribution and shoots related photos and video.
  • Edits and revises products for style, format and content; and reviews and edits photography and artwork for quality and composition.
  • Responds to requests for information, materials, and support; and plans and conducts community engagement activities with community officials and groups.
  • Maintains an active web/social media presence; provides visual information services for documentation and/or publicity purposes; and, plans and arranges news media coverage.
  • Prepares and ensures distribution of customer satisfaction/opinion surveys on internal information products.
  • Evaluates feedback to determine customer needs and uses comments to improve future output.
  • Performs work for the production/management/maintenance of electronic and web- based information products.
  • Implements and ensures the quality of the Hometown News Release program.
  • Publicizes the programs, monitors, logs, and disseminates releases.
  • Writes draft and final versions of news releases, feature articles, speeches, fact sheets, and brochures for internal and external audiences.
  • Prepares requests for photographer or graphic support; takes photographs; and, selects and edits photographs and electronic images to accompany articles and media releases.
  • Provides photographic and video support for alert mission to include mishaps.
  • Accomplishes administrative support work such as, preparing correspondence, press kits and handouts, arranging for passes, and compiling data.

  • This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications

MILITARY REQUIREMENTS: Since the position is temporary in nature, the compatibility requirements will be waived for a period of time not to exceed one year. Selecting official must verify that selected individual is currently assigned to a military unit in the Missouri National Guard and that the selection does not create grade inversion.

Technicians will not be militarily senior to their full-time supervisor (grade inversion).

Maximum Military Grade - TSgt (E-6)

Minimum Military Grade - SrA (E-4)

GENERAL EXPERIENCE: Must possess experience, education or training in administrative, professional, investigative and/or technical work; evaluating information and/or utilizing analytical skills to disseminate effective communication; and using computer and automation systems.

GS-07 SPECIALIZED EXPERIENCE: Must possess12 months of specialized experience which demonstrates experience in writing and editing news and feature articles and releases. The specialized experience must also demonstrate your ability to work with others to obtain, clarify, or give facts relating to a specific situation; use a variety presentation methods or formats; and gathering, analyzing and presenting information for use in developing communication plans or for explaining programs and policies.
